Hilton Village was built in 1918 as planned housing for shipyard workers and is on the National Register. The houses are English-village in style, mostly stucco and clapboard, small-scale and close together, with steep roofs and a lot of visible trim. Because the neighborhood reads as a set, one house painted a jarring color or finished sloppily is visible from a block away.

Stucco is its own material. It is porous, it holds moisture, and it cracks along stress lines rather than peeling. Painting it means filling and sealing those cracks correctly and using a coating that lets the wall breathe, not just rolling masonry paint across the face of it. Getting that wrong traps water inside a wall that was designed to release it.

They also come with a lot of shared or highly visible exterior detail. Garage doors, shutters, front doors and porch columns are small square footage and enormous curb impact, and they are the parts most often skipped to bring a bid down.

Newport News sits on the river rather than the open bay, so salt load is lower than in Norfolk or at the oceanfront, but humidity is not. Long humid stretches slow curing, and heavy tree canopy in the older neighborhoods keeps north and east elevations damp. The result is the same practical rule as everywhere else on this coast: wash it, let it dry properly, prime what needs priming, and give each coat its time.
